Matthew Noble-Marker epitomized everything good about rally. He was a free-spirit who lived to rally, always willing to help anyone in need, he was a lovable goofball and a fierce competitor who touched the hearts of all who knew him. Born in 1979 and a native of Elk Rapids, MI, Matt lost his life doing what he loved in a tragic accident in 2011 here in Washington State. With the blessing of the Marker Family we are proud and honored to keep Matt's Dream Alive..."Livin' the Dream 2015"

The Sprint Stage covers a total distance of 5 miles over the gravel roads North West of Shelton WA. 45% of the stage is wide, fast and flowing before diving into an acute corner at the spectator area and becoming tight and fast with a handful of hair raising blind acute corners enroute to finish. The teams will make 3 runs from North to South before breaking for lunch and service and then making 3 more runs in the reverse direction.

Safety Plan has been approved, should have the sup's out tomorrow afternoon and shooting for Sat to open early entry. I am looking for a Steward and someone with a suitable vehicle to run 00 sweep. if anyone has any thoughts on that.

SUPPLEMENTAL REGULATIONS 1.0

1 DESCRIPTION
1.1 The Matthew Noble Marker Rally Sprint is sanctioned by TBA and is the first event in TBA
1.2 MNM Rally Sprint takes place on the roads in Mason County, WA on March 7th, 2015. The sprint stage covers 5 miles of gravel roads with a 2 mile transit back to the start. There will be a total of 6 runs, 3 morning and 3 afternoon with a lunch/service break in between . Total stage miles for the 6 runs is 30 miles. (See appendix 1 for map).
1.3 Competitor, worker and press registration will be TBD. in Shelton, WA. (See Appendix 2 for map).
1.4 Scheduled service will be TBA Note: Service area is located TBD(See Appendix 2 for map).
1.5 The entire stage is very well maintained hard packed gravel. Competitors can expect multiple water crossings if weather conditions prior to or during the event have measurable precipitation.
1.6 Amendments or additional provisions to these Supplementary Regulations will be announced by dated and numbered Competitor Bulletins. All bulletins become an integral part of these regulations. Copies of bulletins published prior to 3/6/15 will be given to competitors at registration.

2 ORGANIZATION
2.1 The organizer of the 2015 Matthew Noble Marker Rally Sprint is Warren Rally Sport.

3 ENTRIES
3.1 Entries open at 12:00 AM on TBD, 2015, and close at the close of registration on March 7th, 2015. A 60 car limit will be employed based on order of full payment.

3.2 Entry should be made online at: rallydata.com Once an online entry has been made, the corresponding payment must be through the Registrar, Journi Johnson, either by cash or credit card, before the entry will be considered complete.

3.3 Entry fees include: Stage Notes and Recce participation.

3.4 Credit card payment may be made through PayPal online at rallydata.com. Cash entry must be mailed to the event registrar.

3.5 On line registration and entry will close at midnight 3/5/15. All entries after 12am 3/6/15 will be accepted at the event registration only.

3.6 Entries submitted at the event must be paid in cash.

3.7 Entry fees will be refunded, less a $50 processing fee, if the entry is not accepted or if the team withdraws prior to March 1st, 2015.

4 ENTRY FEES
4.1 Early Entry from TBD to Midnight 2/14/15 will be $165.00
4.2 Entry from 12am 2/15/15 to Midnight 3/5/15 will be $200.00
4.3 Entry at the event will be $225.00

5 FUEL
5.1 TBD.

6 PRACTICE/TESTING
6.1 Practice or testing of any nature on any public road is forbidden: Within Mason County for a period of 30 days prior to the event.

6.2 Teams found in violation will be barred from starting and their entry fees will not be refunded. The Clerk of the Course shall be the sole arbiter of any potential violation. Participation in the event practice stage and/or event reconnaissance during their scheduled times is not considered a violation.

7 RECONNAISSENCE
7.1 Two pass “open” reconnaissance (recce) will be available on Saturday March 7th, (see schedule in Appendix 3). This will last 1 hour and it is recommended that teams have their service crews (if possible) take their cars through Scrutineering.

7.2 Competitors will be given simple instructions at registration for a recce route, stage opening and closing times, and speed limits. At stage starts there will be a recce control car to hold competitors until the stage opening time and then release them individually at approximately ½ minute intervals. Competitors drive their own pace through the stage and public road sections (but must adhere to the stated speed limits and respect the opening and closing times).

7.3 Vehicles used for reccce must be normal street vehicles, prepared rally cars will be allowed.

7.4 Each participating vehicle must contain two or more persons, including the driver and co-driver of record for the entry. Additional passengers are allowed only if they are a registered driver or co-driver at this event.

7.5 Local law enforcement may be taking radar on the transit section. Any teams caught speeding will be banned from further completion.

8 REGISTRATION
8.1 Registration will be TBD. (See appendix 2 for map).

9 SCRUTINEERING
9.1 Scrutineering will be on TBD. (See appendix 2 for map).

10 START OF THE RALLY SPRINT
10.1 Starting order will be given during the competitor roll call at the Drivers Meeting. The drivers meeting will be held in front of the Registration tent. (See appendix 2 for map).

11 RUNNING OF THE RALLY SPRINT

11.1 The sprint will consist of 6 runs on the stage. Following the 3rd run, competitors will break for a 90 minute service/lunch. Following the break teams will make an additional 3 runs.

11.2 A fast sweep crew will be used on the stage for the purpose of ensuring the road is cleared of any medical situations and that all competitors are accounted for. The fast sweep crew enters stage shortly after the start time of the last competitor on the 3rd run. Upon reaching a stuck competitor, the fast sweep crew will immediately offer to extract the competitor with a single pull using the competitors tow strap. A competitor so extracted by the fast sweep crew will be allowed to continue ahead of fast sweep (so long as the stage is open) and will not be penalized. If assistance is not accepted or if the single pull is unsuccessful, the fast sweep crew will continue past (to remain on schedule for the safety of the last competitor), taking the team’s time card and effecting a time-bar for that run. ANY COMPETITOR PASSED BY FAST SWEEP MAY RE-ENTER THE EVENT IF THEY PASS A SUBSEQUENT TECH INSPECTION

11.3 Heavy sweep follows fast sweep and will assist in removing stranded competitors and vehicles from the course. Heavy sweep may choose to leave competition vehicles within stages during the break in the interest of maintaining schedule..

11.4 If a control issues a time that the competitor believes to be in error, the competitor may point out the problem to the control worker and request a correction. If the dispute cannot be solved immediately, the worker shall, on request, initial the time and note the nature of the dispute in the Control Log. The competitor may then submit a written inquiry to scoring.

11.5 In the event of a large time gap between teams, an ATC may require a competitor to immediately enter the time control without penalty in order to reduce the gap and improve safety. Competitors so “waved in” must comply without delay. It is in the team’s best interest and helps avoid running into scheduled stage closing time.

11.6 Any circumstances not covered by these Supplementary Regulations and the TBD Rules shall be decided by the Chairman, Clerk of the Course, or the Stewards, as applicable.

11.7 Transits are not for testing rally cars. Activities in transits such as aggressive swerving, braking and accelerating are deemed unauthorized testing and if observed by any Judge of Fact will be penalized according to TBD rules.

11.8 All rally officials and their delegates are Judges of Fact. Their observations constitute valid testimony, and they are authorized to report violations of these rules and the TBD rules to the Stewards.

12 SERVICE
12.1 Service will be TBD.

12.2 Service crews must use a tarp under competing vehicles at all times while they are being serviced. These tarps must extend beyond the vehicle in all directions.

12.3 An MTC will be set up at the North end of service.

13 RESULTS/AWARDS
13.1 Trophies will be presented to the drivers and co-drivers of the winning entries in each class, provided a minimum of two (2) cars are entered in the class. Trophies will also be presented to the Overall winner. Special awards will be handed out by Michelle Marker and additional awards may be announced by the event Chairman. The Award presentations will be in front of the Registration tent. (See appendix 2 for map).

REGISTRATION

• All competitors, volunteers, crews and media must stop and register before entering the service area.

SCRUTINEERING
• Tech is located tbd
• If possible, teams are asked to have their crews tech the car while the driver/navi RECCE to help expedite the start.

SERVICE/TRANSIT
• Service is on TBD. (Blue) Teams are allowed 1 service vehicle and cars must be completely on a tarp when in service. A 90 minute service/lunch will follow the 3rd run. Transit times will be generous, please do not speed. NOTE: Eels Hill Rd will be open to the public as well as serve as the transit between finish and start. Use caution when entering, exiting or transiting this area. The section of Eels Hill Rd. 1 mile north of Finish and continuing North .5 miles is a Quiet Zone and we ask that you slow to 25mph. The Quiet zone will be marked with 2 orange cones on both the left and right side of Eels Hill Rd and at its beginning and end. This is the only area near the event with home owners and it is important to this and future events that we be respectful at all times. Any team(s) caught speeding, driving reckless or in an unsafe manor will be immediately banned from the event. (See: 11.7 and 11.8)

This event would be perfect to shake down the new car. The problem is that I can't access Facebook and the supps posted here are incomplete. I can't risk running a car I don't own in an event unless I know that there is a sanction and insurance.

just an update:

I spent the day with John Nispel on the stage and we are putting the route book together tonight. I know there are a lot of questions regarding this but please be patient the answers will be forth coming and you will not be disappointed. I am meeting with the stage captain and my Net Contol tomorrow and finalizing details and everything is coming together as planned.

With respect to the question being asked, Big Brother has offered to look our event over and
I would like to thank members of the Olympus Committee who have lent their knowledge and experience this week to look over the stage and operations to help ensure our work and planning was and will be at a level expected of an event like this and for their offer to help out if needed. I am completely confident in the team of volunteers and officials we have put together and look forward to a great event.

We have put a lot of hard work into and are dedicated to putting on the best event possible. If you can afford us this week to wrap up the last details you will find the wait was more than worth it. I thank you for your patience.
