It isn't really an optimism thing. I start work on the next year's book as soon as the first bulletin against the current book is released. It makes it easier to write bulletins that correct previous bulletins from the same year. Also, it spreads the work on the next year's book out over the year rather than trying to do it all at once.<br />

I like working on the rules.  I was doing this kind of thing even during the period between when I got pissed off at Doug Robinson and stopped editing the SCCA book, and when I started helping RA with the rules after they didn't do a 2006 rule book.<br />
<br />
Besides, there is always the chance that RA will survive or, if they don't, someone could pick up the pieces.<br />
<br />
But, then again, some of my best work as a software engineer is in dead-and-gone products.<br />

The entire fee section was restructured because it was hard to read as it was before.  That is why all of the license fees are listed in the Bulletin.  The content that was changed by the Bulletin is underlined.  There is one strike-through in the Bulletin that shows text that was moved to a different section as part of the restructuring.<br />

That is a direct pass through from USAC.  The crew members are covered by USAC's insurance should a car fall on them.<br />
