What sort of hoops does one have to jump through ifn' one bought a car from someone in Canada and then wants to bring it back to the US on a trailer and register(and I'm talking west coast Canada to California) in the U.S. ?

Depends on a lot of things.

For a car newer than 25 years, the key thing when I was looking at it is the letter from the mfg.
