Very difficult question. It's a clear problem, but no simple answer. Whatever the solution is, it will be a lot of work.

I tried to talk one of my FedEx reps into having her brother volunteer for Oregon Trail because she says he owns a lot of DC shoes and clothing (she had no interest).

Competitors should be shamed into working events.

If you're not running a local event, you should work it.

I don't know about shamed, but I would hope they'd chose to because it's the right thing to do.

I know not everyone right now has the ability to go, sometimes not even to local events due to lack of funds. But if you are on a team and can go, then volunteer rather than watch.

Please sign up and help out. I think there's a group of sweep that's been together for a while, not sure if they need more, but if they don't, please consider working out on the stages.

I "borrowed" this link from the West Coast Rally Association :

This if for volunteers in June.

Free hotel for volunteers if 4 people share a room and 50% re-imbursement if 2 share.

I'm not sure how their volunteer program is now but when I ran sweep in 2004, bagged lunch was free (sweep distributed the lunches), and it included a free buffet for the volunteers ($ for non volunteers) at the Saturday night banquet.

I have always wanted to come up and work/attend an event up there. One of these days I'm going to make it. And knowing that about accomodations makes it even more appealing.

you don't care to, but would you?

I see you have a car in progress, knowing you may one day end up paying an entry fee and then discovering a stage got cancelled because there weren't enough people working, wouldn't that motivate you to make sure that there are enough people working when you aren't running?
