I have helped organize races, both modern and vintage, and by far the hardest part is dealing with misconceptions and biases of the civilian authorities. Having dealt with it myself, I should have thought of that being the reason Anders excluded two strokes. I completely understand that for Anders it is simply not worth the extra work so that one idiot like me can ride an old two stroke.
However, I would suggest Anders talk to the South East Enduro&Trail Riders Association (SETRA) and see how they handle their AMA National Enduro in Sumter and Salley SC. Those bikes (I'd guess around 50% are two strokes) all have to be street legal since there are highway sections to link parts of the trail. The promoter states that the bike has to be street legal and if you get pulled over and ticketed, its YOUR responsibility if you are not legal, the promoter has no liability since they state DOT legality is required.
