That's cool! I thought I read recently it was a mid six figure deal to pull that off, but Anders always said "It's nothing $10,000 won't fix." smiling smiley

From what I've seen recently, WRC event budgets are between 3 and 5 million USD and events need in the range of 3500 volunteers to operate smoothly.
With a good marketing team in place, and strong government support, this isn't a problem. The problem is building to that level and 'floating' the development events before the first big payout from event sponsors. (In other-words, the last couple events leading up to the WRC round will require an operating budget about 10x that of most rally events in North America)

This is a BIG project and Kudos to RWV for considering it.
