Permits are handled different ways by different bodies, and sometimes it can be vague. The BLM, for instance, has a very well-defined permit process and after you've waded through it you walk away with an official signed form in your hand (as well as a ream of operational requirements).

Some counties are the same way. You apply, fill out a form, pay a fee, they consider it for awhile, and then you get a signed form. Others may just send a letter say "Yeah, OK, you're approved." and that's it. One county we worked with just said "print out the minutes of the council meeting and use that".

And in some cases, it's very hard to get things nailed down months beforehand because the various interested bodies refuse to do anything until it gets close to the event. We had one that wouldn't issue a permit until a couple of weeks before the event. And one year that body asked us to postpone the rally a month, one month before the event.

Putting on rallies is risky.

The reason I got out of rallying, organizing in particular, was because once a certain member, got their nose under the tent, the event was really no longer yours. This person's goal was to try and elevate Club rallies into National ones and the idea was turned down. I do not feel any sympathy for what has happened as I was always told that nothing is final until the required piece of paper was in your hand and even then, it could be torn from your grasp at the last minute.

By the way, golf is much more relaxing, less expensive and way less stressful! Enjoy your events!

See there was the old SCCA era up to mid , late 90s
up and down 13 to 65 car entries, from $75/85 for a 86 mile Divisional and $400 for a "National" and contingency from Saab, Mazda, Nissan, Dodge, Toyota, , a Series Sponsor, Tire sponsor...

Then a promotional sweatie, some schmuch was hired to write cheezy press releases and the guy saw there was an opportunity of fufil his fantasies of being a Big Deal and so started the downhill slide in SCCA--doubling entry fees, less miles, longer days---all intended to--explicitly---"weed out the riff raff", then another doubling of entries fees, results manipulated, blatant cheating scoffed at and numbers of events and enties begin to slide

Then came Wawwy Amewica.. doubling again ebntries, less entries , more hype, less info, no sponmsors but Mazda--forever---and Subaru, the push for different classes for
National" and "club" --artificially making pretend there is a difference by manufacturing a difference.

Entry fee if you want to compete against 14 other guys in 5 classes over $2000 for so called "National" Champ-peen. Over $800 for a "club event" maybe 60 miles.
Only 5 times inflation in less than 12-14 years for Nationals
Only 10 times inflation in 20 years for Club--for less miles..

This is "A NEW ERA OF RALLY"

$xxxx entry for zero stage miles...
But a WEB SITE! And scrolling banners featuring all the SPONSORS!


The next new era might be easier--and above all makling things easy is the Number one thing!

Non-refundable entries which cancel before you load up the tow rig!

Think of the value!

Ouch... this wasn't a USRA event as it appears you are eluding to, if you go to the web page Rally-Utah.com I think it says: Sanctioned by Organizers HP Rally Group (you might want to see for yourself since apparently I cant read).

Next Question? Please make it a valid question and not an incorrect assumption made because you failed to look up the facts yourself. eye rolling smiley

After reading this story what I can tell you is that the City made assurances and statements to the Organizers that appear to not be completely truthful. In an effort to deflect the issues away from the City they are spinning this. This is very unfortunate all the way around and for all concerned.
