It's subject to the discretion of the scrutineer. I see cars all the time with cages whose welding isn't beautiful but is passable. No one submits welding samples and clearly no one's going to cut apart a cage to test, so it's just a visual check. And yeah, everyone knows you can't tell if it's a good weld, just if it's a good-looking weld. But can catch a lot of bad and incomplete welds. And undercut welds. And crushed tubing. And poor fits. And so on.

Bolt-in cages are allowed both for R-A and NRS. There're rules for making the backing plates and mounting feet and the bolts - see App J Art 253.

Wow.... This is my favorite. The intersecting tube isnt really welded to the

I like how they did not even knock the slag off the plate from the torch-cut.

Honorable Mention to the whiskers, inclusions, and bug-holes in the weld to the lower-right....

Really funny that the vertical plate isn't even welded to the shock tower! Why even bother....
