Depends on the application. I've got a 35r on my Evo, and its juuuuust right. Some famous race car driver once said you don't have enough power till you can lay stripes all the way down the longest straight.

But we don't have to deal with those pesky rally straws here in Colorado. Anything over a 3071 is probably too big to be considered for a restrictor, though a TR30R is pretty damn big on the cold side.
On my GTX, a GT2560 was just about perfect since the transmission couldn't handle any more than 200hp.
I don't know much about the Volvo turbos, but since you were talking 16g, I'm assuming you're using some Mitsu variant. The stock Evo IX turbos are capable of flowing 350whp on an AWD car with a 'road race' tune (i.e. not on the ragged edge). Looking for off the shelf 16g stuff, the hot Mitsu turbo to use is the TME with the 6.5 exhaust housing. Really quick spool but probably 300whp capable with a safe tune.
