its a common mod on road racing, rally cars and bikes to add tank foam
its very soft and course but it does help with fuel slosh

Always wondered how much capacity you'd lose by stuffing foam in there, and if it would make filling a pain in the ass by having to wait for the fuel to "soak" into the foam

Barely discernible displacement of fluid, and no issues with fuel soaking in. However it really does little to prevent fuel slosh in high-G corners, contrary to popular belief. You really need an external swirl pot (apparently not legal for US rally), or an internal baffle/trap door setup.

The foam is really there because it slows the flame travel if the fuel does catch fire, not much else. Supposedly suppresses explosions, but not the flame itself. Better to burn slow than go 'boom'.

I've just taken off the top plate spread the foam and crammed in a Saab 900 combo in tank pump/1 liter sump that they use to mount the high pressure pump. I cram the cell pick up into the "can' and let go of the foam.
Works fine.

What about a box that is inside the cell with the pickup in the bottom of the box. Each side of the box has an internal door that is mesh and on a swivel that can only move internally upward. Top of box is open.
So imagine you're looking toward the front of the car.
As the fuel sloshes from the left to the right, the left door gets pushed open by the fuel movement, the right door gets pushed shut filling the box and spilling over the top of the box to pass to the right side. Then as it settles, the mesh relevels the fuel. Would need a big enough mesh to allow fuel to pass through but small enough to hold a good amount of fuel in the box...
