Tests performed with both engines in the condition they were sitting around in. I'll note that as I go.

13B - 247 pounds
Includes engine, intake manifold (homebrew for peripheral port) water pump, distributor, alternator, engine stand (couple pounds, but whatever) clutch and flywheel (light ones I grant) and oil.
No carby, no oil cooler.

EJ251 - 245 pounds
Includes engine, intake manifold, engine wiring harness, stock flywheel and clutch.
No valve covers, oil, engine mounts, plugs, and minus various chunks from the inside of the heads and pistons.

Same scale, same temperature (1F) same time, etc. Pretty fawking close.

(for the record, I really was curious what the EJ25 weighed, and I was out there doin shit anyway which is why I did this)

Yeah, pretty weird coincidence. I know, I know, it's not quite an apples to apples comparison, but I didn't feel like pulling the flywheels off both, draining the oil, etc. I do have to admit that I used a winch to put the 13B on the scale while I just picked up the EJ25 shortblock though.

The 3S actually has the turbo and exhaust manifold off... I'm afraid it'd break my scales though.
