Isn't it going to be nearly impossible to get full welds on the X bars once the main hoop is welded in place?

I thought in "normal" cage building that welding the uprights to the car was the last step.

The main concern of the cage builder was that stage one included all areas that would need full 360 degree welding easily as the A pillar and B pillar hoops were constructed. So that mean the hoops, bars in the roofline, and the top two downbars to the rear shock towers. Then the cage will be raised through the holes in the floor, and the feet will be added and welded in. If one of the "X" braces ends up needing to be done, because of clearance to the roof, then it will be added just to make life easier on the welder, and to make sure of correct welds for safety.
