I had some discussions with the folks at RA about this recently. They'll only take away your number IF you've been substantially idle AND someone else wants it AND you show no indication that you'll be using it any time soon. There're many people who have assigned numbers who haven't rallied in several years and they won't get reassigned unless it's pretty apparent the "old" drivers aren't going to be using them.

There're only a thousand numbers, so this policy seems reasonable to me.

I had to dig around the "old" site to find it. I'm not sure if there is a link off the new site. Anyway, it claims to be current.
