I used a hub tamer on car bearing tool so didn't have to mess with that, alignments, or presses...

Does the hub turn without the wheels? This confuses me why put the hub/wheels on the car after pressing the bearing and not being able to rotate it the hub. If the hub rotates fine off the car, its most likely something binding with you rotor/brakes.

If the hub doesnt rotate free off the car, well you pressed it in wrong, or broke something taking it out. Did you support the inner race pressing the hub in?

I know I did a set on an 01 Outback for a friend and the bearings he bought were a one piece sealed design. Perhaps you are duplicating a seal and crushing stuff?
Since you've already torqued it to 160 I'd take the halfshaft back out and visually inspect where it is crushing.

This. I have done this once (not on a Scoobie, but still....)

You eventually get over feeling Stupid.

The hub does turn, until the axle nut is torqued. I'm thinking it may be the dust seal in backwards.

I pulled it all the way apart, got rid of some extra grease, and put it back together. It was a little better, but still waaaaayy too hard...

I'm lucky enough to have access to a hub tamer, press, and alignment machine... Now if I could get them to play nice.

Ok!
Turns out that the dust seal was binding on the axle. On one side it got really chewed up, which is what gave it away. New plan is no dust seals and constant vigilance.
