From Motorsports Ireland's Appendix 25 Organisation of Rallies:

"Clubs should pay particular attention to the location of any Pubs in relation to a stage and each situation will be judged by the Safety Officer on its merits as to its suitability."

There's a serious hierarchy in UK and Erie on who gets the freshest beer and Guinness. FRESHEST is BESTEST..
I assure you that's what that rule is alluding to, have a control near a pub that gets stale Guinness and you have a problem!
