Best would be an expiring ignore so that the 'ignore user' is valid for a fixed period of time, say 14 days, and requires active renewal.
Further, and maybe more effective, would be to set a threshold of active users that once passed would put that user in the sin-bin for a fixed period of time. Of course you wouldn't want the current number of ignores to be shown or else you'd have some people actively pushing people over the edge... Scaled time periods for repeat offenders also makes sense.
