"It is with a heavy heart that we announce the cancellation of the 2013 Mt Hood Rally. We have run into some issues with both the Government Shutdown and locality issues that make the event impossible to run.

We will now focus our energy on the Oregon Trail Rally, next May, so that we may put on the best event Oregon Rally Group has organized.

Our goal is to retool the 2014 Mt Hood Rally and also continue the event’s tradition of providing a quality event for our Regional competitors.

Thank you for your support, both now and in the future."

Gubbymint shutdown is less than 48 hrs old, and could end tommorrow at 0730. (for all we know what's on the mind of the Suicide Caucus)
And what are " locality issues"?

2 issues:

1) NFS was to issue event permits this week. Their office has been closed as non-essential by the Goverment shutdown. No permit == no event.
2) The Dalles Watershed has a special permit for an elk hunt that weekend. The gravel section of FS17 borders this area and in some cases crosses it. The special permit prohibits commerical vehicular traffic during the hunt. That includes the rally. No road == no event.

With nearly no time left on the clock and the permitting authority furloughed, the ability to find, get all the necessary work done (enviro impact surveys, etc.) and get a permit issued, the likelihood of successfully executing the event was really low.

It was a tough choice, but the right choice. The Mt. Hood Rally will be back next year with new roads.

I haven't been around all that long, but have had the opportunity to race and recce those roads three times now (OTR 12, Hood 12, OTR 13). I am not sure what cost the county incurs but I can say that I don't think Fir Mountain stage had a single stone moved from when we did the last stage of OTR 12 till we did recce at the next event, and again at the following event. All the ruts are there (the deepest made by water runoff mostly), holes, etc. Nothing was "repaired", nothing seemed different at all. There was some fresh gravel near spectator this year at OTR but was all laid down prior to the event coming through so not like that cost was because of rally damage.

$6/foot? Hell I will quit my day job and go smooth road out with a shovel for that.

Yeah, at $6 a foot, my town's highway grading budget (for about 60 miles of roads, graded about six times a year) must be about $8,000,000 a year.

(checks budget)...oh, the ENTIRE highway department budget (aside from large equipment purchases) is roughly $600,000 a year.

Lots of stuff to think about. These issues can affect any organizer any time with nothing more than a recent hire or election. We use other peoples 'backyard' for our playground. The possiblity that the attitude will change at any time is pretty likely. Washington has a sales tax, Oregon doesn't. When we have a decent sized rally the locals see the economic difference as well as the government. I don't know if that is the same in Oregon?

A budget for maintainance is different than actual cost. most local governments are strapped for funds and have been for a decade or more. Their budget for anything will be a bare bones deal and easily fall short of actual costs. Crushed rock around here is about $200 a truck load with the independents. When you factor in a county who has to pay a defined wage, benefits, equipment costs and so on I'm sure it is easy to look at a big number. Every yard of gravel carried in is replacing a yard of gravel that went in a ditch. According to the environmental people that can affect run off and fish habitats. So it can be looked at as more than just filling a pot hole.

One upset local who doesn't like loud cars or got passed on the way to the store is a very loud voice at a meeting or over the phone. We have a little control over that, not total control. Take the 10 second penalty before passing Ma and Pa Kettle on a blind corner.

The biggest thing I get from the article is that they are going to talk with Wasco county about the fees before dealing with Oregon Trail. That could go either way for the future of the sport in Oregon and possibly the PNW.

Bottom line, get the frickin car finished, fixed, dusted off, bought, sold, rented whatever. Support your local events while they exist!
