I really think our problem here is situational awareness, like Jason says.

I also think that any major ticket should be followed by an expensive driving class that is paid for by the offender before they can get their driving privileges back.

Around here it snowed this week. I now can report seeing 4 FWD cars with chains on the rear wheels. I also saw one SUV thing and a Subaru with chains on the rear.

I have seen that in the past down here. Hilarity and sadness all at the same time. When I had a shop in town it was on a busy corner. Anytime it snowed enough to cover the street the carnage would begin. It was a busy left off the main drag so people routinely made the turn at 25 mph. Either smacked the opposite curb with the right side wheels or spun, or both. All the girls at the bank across the street would move the cars inward to customer parking to be safe.

Some of that Seattle footage is scarey. Many of those cars appeared to be driving faster on snow than you would on dry tarmac on the side streets. I liked the shot of the street blocked by a Jeep, 2 Subarus and an Audi I think. Unanimous...4wd doesn't work on that street...

Near my house there is a 90 degree turn at the bottom of a hill. No intersection, no other place to go but the number of people I see using their turn signal just before it is fairly astonishing.

I read an account of a UK driver's test once. The applicant failed because he used a turn signal and there was no other traffic around to see it.

I would pick 4 good snow tires on a 2wd car over 4 bad tires on an AWD car.

As I say around here, all cars are 2 wheel steer and 4 wheel stop, AWD just makes sure you are going a lot faster when you crash...
