I actually went to JoAnne Fabrics and got some similar stuff to this. Used some spray glue and it looks really good. The material is stretchy enough that with a little patience it's easy to apply with no wrinkles. Apparently there is some kind of spray on flocking which is maybe what you are asking about but if you you have cracks in your dash like I did this covers them up better.

I get my stuff from Lee Valley Tools (canajiun, dont know if there is a US retailer) This is the real stuff with REALLY professional results. Kit comes with a color matched brush on adhesive and a "gun" to apply REAL powdered suede. You need to paint the dash first with latex spray paint. Alot of work but you'll be making Prodrive jelous with it.
