I think it says "mounted", not "functioning". You're fine with broken lights as long as they start out fine. And make sure they're all off when you're on the street.

Sure, you can be protested for anything. As the steward I would disallow the protest first and then make fun of the the protester second. Ok, I'm kidding, how about "discuss the appropriateness of this filing and educate the competitor on the etiquette of the sport, as well as appealing to their sense of sportsmanship".
